Contains issues of the oldest student-run planning journal in the United States. Articles are written by academics and practitioners in the field of urban planning and cover a wide range of public planning topics. Additionally, the journal features book reviews, reports on current planning projects, and a list of recent departmental Master's theses and PhD dissertations. Though early volumes were printed semi-annually, starting in 2008 issues were published annually.

The search for new sources of energy to replace dwindling supplies of petroleum and natural gas has become a major national priority. Solar heat is widely discussed as a new source of energy in a variety of settings. Solar space heating appears to be on the horizon, but the economic potential of generating electricity from solar sources is very much an open question. Large scale, central generation of electricity from solar sources is and will remain unacceptable for some time because extremely large fields of collectors are essential to harness the quantities of solar heat required. On-site solar generation of electricity, however, might prove a more feasible alternative. An on-site system eliminates land acquisition costs because collectors can be built into the rooftops of buildings. In addition, solar heat collected on site can be more efficiently utilized because residual heat unusable for electrical generation is employed for space heating. Single family homes must be ruled out since the high temperatures and complicated equipment involved in on-site generation make it infeasible for operation. Thus, our attention for on-site solar generation of electricity must focus on multiple-unit dwellings, and commercial and industrial applications. This article attempts to estimate the economic feasibility of an on-site solar energy system which uses presently available technology for this type of development. The Total Solar Energy System (TSES) discussed, would generate electricity and provide space heating and cooling for twenty housing units, totalling 40,000 square feet, on a single site in piedmont North Carolina. The design requirements of the TSES are explained, then an approximation of the economic feasibility is presented.

Three weeks after, George Washington laid the cornerstone for the U.S. Capitol in Washington, D.C., another cornerstone was laid in Chapel Hill, N.C. - that of public higher education in the United States. On Oct. 12, 1793, the cornerstone of Old East, the nation's first state university building, was laid on the campus of the University of North Carolina. Now, in 1993, UNC-Chapel Hill celebrates 200 years of educational excellence and public service. The Bicentennial Observance begins on Oct. 12, 1993 (University Day), and concludes May 15, 1994 (Commencement). The official theme is "First in the Nation."

Many of North Carolina's most beautiful rural communities are home to remarkable natural resources. Sometimes, however, these unique environmental assets limit the area's economic development opportunities. Bakersville is one such community. Located at the base of Roan Mountain, an internationally-significant natural area and the world's largest natural rhododendron garden, Bakersville (population 339) boasts a rich cultural heritage, with families that have called the area home for generations. As North Carolina's mountains became increasingly affected by growth, Bakersville town leaders realized the importance of shaping the future of their community. How could they maintain the small town character so important to residents and revitalize their local economy?

To complement the articles written by practicing planners that appear in this issue, the editors of Carolina Planning interviewed Wib Gulley, chair of the board of the Triangle Transit Authority, a regional public transportation agency for Durham, Wake, and Orange counties. Prior to assuming thi sposition, he was mayor of Durham from 1985 to 1989. Gulley practices law in Durham and is active in a number of other community organizations. This interview took place in February 1991.

A wide varety of issues were discussed during the conference, ranging from managing the small planning office to the development and implementation of impact fees.

Mitchell, Avery and Yancey Counties can be found in North Carolina's claim on Appalachia. Their beauty is exquisite, boasting the highest peaks east of the Mississippi including Mount Mitchell, the Roan and Grandfather Mountain. The Blue Ridge Parkway and the Continental Divide define the region's eastern border and the Appalachian Trail winds in and out of Tennessee along the western border. It's a land of clear, cold trout streams where woods entangled in mountain laurel and rhododendron open to reveal spectacular mountain vistas. Its cooler climate attracts Floridians in the summer, skiers in the winter and leaf enthusiasts in the fall. The area's unsurpassed beauty is its greatest asset, but this splendor has created a number of ironies for the people who have traditionally called this place home. One such paradox is the contrast between the old wealth of summer residents in communities like Linville and Grandfather Mountain and generations-old poverty in neighboring communities. Conflicting interests arise between these two groups on issues such as how tax money should be spent and where industry should locate. The same mountains and geographical isolation that fostered independence also discouraged industrial development.

Vishaan Chakrabarti has an axe—or two—to grind. Federal subsidies for oceanfront homes, green technology trends such as fluorescent light bulbs, most people working in the planning profession today—all these and more are skewered in A Country of Cities: A Manifesto for an Urban America. Chakrabarti’s purpose in taking these subjects to task is to show the peril that America threatens to unleash upon the world should its influence in planning, real estate and spatial trends continue to resonate globally. The unifying theme of Chakrabarti’s book is a fight against what he considers to be America’s most profligate and enduring export: suburbia.

The SRO Housing Corporation was formed by the Community Redevelopment Agency (CRA) of the City of Los Angeles in February 1984. The new non-profit corporation was given a mission of improving the quality of life in the Central City East, or Skid Row, neighborhood of Los Angeles. The main objective was then, and remains today, the acquisition, renovation, management and maintenance of the existing housing stock. In 1984, there were 63 operating SRO hotels with over 6,000 rooms, constituting virtually the entire housing stock of this 55-square block area.

First floated in 2005, the idea of the “megaregion” is meant to foster collaborative approaches between regional entities and more geographically expansive approaches to long-standing planning problems. Transportation planners at the regional and national level have been particularly receptive to the megaregional approach to planning. This article describes some of the initiatives and conversations that megaregional research spawned in transportation, leading to collaborations within megaregions themselves, as well as partnerships spearheaded by the Federal Highway Administration (FHWA).
