Abstract
  • Across the United States, communities preparing for the impacts of climate change are creating climate adaptation plans and taking actions to address climate risk. This paper seeks to answer two questions: How do local government officials use their climate adaptation plans? What barriers do local governments face to taking climate adaptation actions? Interviews with local government officials and nonprofits working on climate adaptation in Denver, CO and Milwaukee, WI led to five key recommendations for planners hoping to facilitate climate adaptation in their communities: 1. Keep implementation top of mind in the plan-making process; 2. Ensure that adaptation actions address a range of strategy types; 3. Prioritize equity and environmental justice; 4. Identify co-benefits in adaptation projects to broaden appeal and enable collaboration; and 5. Advocate for staff and funding specifically allocated to climate adaptation.
