Abstract
  • The Capital Boulevard area is an industrial corridor that bounds US 1, the major roadway that shuttles traffic between downtown and Northeast Raleigh. This road slices stable neighborhoods and prevents easy east/west access. The corridor has very limited pedestrian and or bicycle connections. Old industrial uses occupy most of the boulevard and despite its proximity to downtown and other stable neighborhoods, the area has seen very little real estate development. The boulevard is paralleled by the Pigeon House Branch, an impaired urban stream, which feeds into Crabtree Creek and the Neuse River. In the northern section, the boulevard crosses Crabtree creek and its adjacent greenway. The Crabtree Creek greenway is part of a larger long term 20 mile urban loop that will circle the city. In its current state, the greenway loop has no connections to the downtown area. The capital Boulevard area could serve as a vital downtown greenway connection. Additionally greenway development could help mitigate the flood vulnerability of the area. The area is about 95% developed and has numerous properties located in the flood plain. Consequently, redevelopment could prove to be a valuable tool in lowering the flood risk in this area. My master's project will explore potential greenway/boulevard redevelopment strategies in order to build a strong base for a comprehensive corridor plan for the Capital Boulevard area. The first section of the paper will address the need and intent of creating a corridor plan. The second section examines the current land use, transportation, and environmental issues associated with the capital boulevard area. The third section of the paper will present comparable corridor redevelopment case studies. The final section will draw from these case studies as well as the contextual area to present greenway development scenarios.
