- Abstract
- The Coastal Barrier Resources Act of 1982 provides an economic disincentive to the development of designated "undeveloped" coastal lands. By denying certain federal assistance, this law was intended to minimize the loss of human life and minimize the damage to fish, wildlife, and other natural resources associated with coastal barriers. North Topsail Beach, North Carolina is used as a case study to evaluate the effectiveness of the federal law. According to the data collected on population and development, government funding, and the environment, the federally designated "undeveloped" land at North Topsail Beach is being developed. The Coastal Barrier Resources Act has not met its objectives as an environmental policy in this investigation.
