- Abstract
- Infectious disease authorities are warning of a virus with potential to cause a human pandemic. The H5Nl virus is possibly endemic is certain areas, with the ability of animal to human transmission among those that come in close contact. The H5N1 virus is spreading rapidly through wild and domestic flocks and shows no signs of slowing its progress (DHHS, 2006). In response to the threat, the White House and the Department of Health and Human Services (DHHS) have created the Health and Human Services Pandemic Influenza Plan (DHHS, 2005a) and the National Strategy for Pandemic Influenza (HSC, 2005). The National Strategy is a general document that seeks to provide general guidance for local planning. The DHHS 2005a plan is a large document that both outlines the expected federal government's roles and activities during all phases of a pandemic, and serves as a template for local governments to develop their own plans.
